3  Workshop Implementation Plan & Timeline

Status: v0.1 working plan (2026-07-14) — decisions locked, timeline anchored to a Nov 2026 KL intensive. Companions: Chapter 1 (who delivers), Chapter 2 (the 闭环 funnel this implements), Chapter 5 (the research behind the numbers here).

3.1 Locked decisions (2026-07-14)

3.2 What the research changed

3.2.1 HRD Corp is the biggest commercial lever — and the critical path

  • With Focus Area classification (pillars explicitly include Industry 4.0 / Future Technology incl. AI), public courses are claimable “as charged” — the RM8k–12.8k intensive becomes effectively free for levy-paying employers. Without it, the General-course cap is RM1,750/day/pax.
  • Requirements chain: SSM MSIC codes must include training/consultancy → trainers need HRD Corp TTT certification (5-day course, ~RM2.3–4.5k) or exemption (25 corporate training sessions in past 5 years) → Training Provider registration (RM1,000, ~4–8 weeks) → per-course registration pitching Focus Area.
  • We have no licensed trainer today. See Section 3.3 below.
  • 14-day rule (Circular 2/2026, effective 15 Jun 2026): employer grant approved ≥14 days before training starts; no modifications, no appeals; 75% attendance minimum; e-invoicing mandatory. T2 enrolment for claiming SMEs closes ~3 weeks pre-start; dates cannot slip once grants approve.
  • HRD Corp only helps levy-paying employers (mandatory at 10+ staff). Solo founders / micro-SMEs pay cash — two-track pricing story.

3.2.2 Market: unoccupied wedge, guru-style framing required

  • No one in MY/SEA sells premium “make your vibe-coded app production-ready” training. Existing vibe-coding courses (RM1–3.5k, HRDC-claimable) explicitly disclaim production hardening.
  • Corporate AI training tops out ~RM5.5k multi-day (MDEC). RM8–12.8k has no corporate-training comparable — comparables are career bootcamps (RM15–22k) and the Chinese-language guru circuit (OE 杰青 RM2–8k base). Sell outcome (ship your product + Runi roadmap), never per-day training logic.
  • HRDC claimability is the #1 acquisition message in MY corporate training.
  • Funnel benchmarks (generic): 30–40% of webinar registrants attend; 5–10% of attendees convert on high-ticket. Funnel plan’s 10% free→intro is plausible; 20% intro→intensive is optimistic.
  • T1 at RM1,800 online: design it as a full day (7 training hours) — the General half-day cap is RM1,000 and sub-4-hour sessions aren’t claimable at all; 7 hours ≈ the RM1,750 full-day cap even without Focus Area.

3.2.3 品誉 verified — and already operating in Malaysia

  • Real: 上海品誉企业发展集团 (2014, founder 杨振天, ~30 branches). Flagship 绩效系统落地方案班 is 4天3夜; 利润增长落地方案班 is the in-room upsell — matches Ted’s first-hand account. Public pricing deliberately opaque; our first-hand numbers remain the best source.
  • 品誉 opened its first overseas branch in Malaysia in 2024 via MACTION 迈胜商学院 (Penang), targeting SEA Chinese SMEs — the model is being replicated locally for 管理/绩效 (not AI). 行动教育 (listed; courses up to ¥350k) also operates MY/SG. Monitor their events as live funnel reference.
  • Reputation: polarized Zhihu reviews incl. refund complaints — reinforces the guardrail that our 落地 promise must be real.

3.3 The HRDC trainer decision

We have no TTT-licensed trainer. Options, not mutually exclusive:

  1. Book the 5-day TTT course now for 1–2 people (Ted + one dept head / senior engineer). ~RM2.3–4.5k/pax. Under HRD-TDF there is a 6-month grace period after certification to reach Accredited Trainer status, during which training is allowed. This is the only route that keeps Nov claimable — TTT must be done before TP + course registration, so it must be booked in July/Aug.
  2. Check the exemption route — 25 documented corporate training sessions in the past 5 years. Internal trainings may count if evidenced; verify with HRD Corp support before assuming.
  3. Run cohort 1 non-claimable (cash buyers: founders, agencies, indie segment) and add HRDC claimability from cohort 2 (Kuching / KL #2) once licensing lands. De-risks Nov but forfeits the strongest SME acquisition message for the first cohort.

Working stance: pursue (1) immediately and (3) as fallback; (2) is a cheap parallel check.

3.4.1 Curriculum spine (W2/W3)

Mirror 品誉’s “N systems, each ending in a 落地方案” structure. The Runi catalog’s five Fix Modules (A Deployment, B Database, C Auth, D API, E Security) are five textbook modules with checklists and acceptance criteria already specced. Draft module map:

  1. 认知系统 — why AI demos die at the last 20%

  3. 诊断系统 — the Audit framework; attendees audit their own demo
  4. 修复系统 ×5 — Fix Modules A–E, hands-on
  5. 上线系统 — Ship discipline

  7. 落地执行系统 — take it home: the personal Runi roadmap

Each module = textbook chapter + slide deck + hands-on lab + a template the attendee keeps (audit report, production-readiness checklist, rollback runbook). The template pack is the 干货 inventory.

3.5 Timeline — backward from mid/late-Nov 2026

13–15 Oct 5–25 T2 slides + labs final; textbook to print; full internal dry-run (1-day compressed, non-Cloudflare stack). Grant applications in — hard gate: approved ≥14 days pre-start.
16–18 Oct 26–Nov 15 Buffer + logistics. T0 #3 feeds late cash registrations (claiming SMEs cannot join late).
19 ~Nov 16–19 / 23–26 T2 KL intensive (avoid Deepavali week). Meta-proof reveal day 4. Every attendee exits with mini-audit + Runi roadmap.
Dec–Feb T3 ladder conversion, case studies, Kuching cohort, replace placeholder economics with cohort-1 actuals.

Critical path = W1. Everything else is internally controlled; TP approval, Focus Area classification, and the 14-day grant rule are external clocks. Second risk: dept-head content velocity vs Runi delivery capacity — every chapter needs a named owner and draft deadline by week 2.

3.6 Immediate actions (week of Jul 14)

  1. Check Clover’s SSM MSIC codes include training/consultancy.
  2. Assess TTT exemption eligibility (Ted + one more); book the 5-day TTT course if not exempt.
  3. Schedule the dept-head syllabus workshop.
  4. Pick the first broken demo for the T0 live-fix.
  5. Dept heads trial this Quarto book and confirm the authoring workflow fits.
